Against the backdrop of educational digital transformation and shipping industrial upgrading, the STCW Convention puts forward clear practical teaching requirements for maritime English in higher vocational colleges. At present, there exists a prominent disconnect between classroom theory and simulated training in maritime vocational colleges, accompanied by insufficient oral practice channels, unworkable tiered teaching and rigid summative tests. Existing researches only apply generative AI to scattered teaching links without constructing a whole‑process linkage system based on frontline teaching reality. Taking three maritime vocational colleges with different school‑running orientations in Jiangsu Province as research cases, this study adopts questionnaires, semi‑structured interviews and classroom observations to carry out a multi‑case qualitative research, analyzing the practical dilemmas and internal causes of the integration of "classroom‑simulated training" in higher vocational maritime English. Based on the analytical framework of OBE, situated learning and distributed agency, this study proposes a four‑stage closed‑loop improvement path with the collaboration of DeepSeek and Doubao, together with a full‑process risk control mechanism and supporting measures. This study provides practical references for the teaching reform of maritime ESP courses.
